I think it’s fair to say, I’ve been on both sides of this equation.

I have been fortunate to have many mentors throughout my emergency services career. The “Old Man” in the front, never wavering, leading, showing the way, fighting the years, and stresses of the job. A few have passed away, some don’t go in the field anymore, but their teaching and knowledge lives on in the many they taught and mentored through the years.

The only way to become the “Old Man” in the front is to follow in his (and her) footsteps, learn as much as we can and pass that knowledge on to the next generation of “new guys”.

We are saddened to report the death of FEMA US&R Branch staff member Andrew (Andy) J. Hubert, on Saturday, July 27, 2019.

Andy sustained significant head trauma from a fall down a flight of stairs at home late Friday night. Despite his wife immediately beginning CPR and rapid application of advanced life support care by Fairfax County (Virginia) Fire and Rescue Department units, Andy passed away early yesterday morning approximately four hours after arriving at the Inova Fairfax Hospital Level 1 Trauma Center.

A long-time member of the Fairfax County Fire and Rescue Department, Andy deployed extensively to many significant domestic and international responses as a member of Fairfax County’s urban search & rescue (US&R) task force, Virginia Task Force One (VA-TF1). In his years as a member of VA-TF1, he deployed as both a task force member and as a member of the original White US&R Incident Support Team. Andy supported response missions for both the Federal Emergency Management Agency’s National US&R Response System (the System) as well as the United States (U.S.) Agency for International Development’s Office of U.S. Foreign Disaster Assistance.

Andy’s vast deployment experience while a member of VA-TF1 included responses to the: 1988 Armenia, USSR earthquake; 1994 Northridge, CA earthquake; 1995 Oklahoma City, OK Murrah Federal Building bombing; 1996 Atlanta, GA National Special Security Event (NSSE) Olympics standby; 1996 Top Sail, NC Hurricane Fran; 1998 Nairobi, Kenya U.S. Embassy bombing; 1999 Izmit, Turkey earthquake; 1999 Touliu, Taiwan earthquake; 1999 Ducze, Turkey earthquake; 2000 Maputo, Mozambique flooding; 2001 Arlington, VA (Pentagon) & New York, NY (World Trade Center) 9/11 terrorist attacks; 2002 Salt Lake City, UT NSSE Olympics standby; 2003 Eastern Seaboard Hurricane Isabel; 2003 Bam, Iran earthquake; 2004 Sea Island, GA NSSE G-8 Summit; 2004 Orlando, FL Hurricane Frances; 2005 Gulfport, MS Hurricane Katrina; 2005 North Carolina Hurricane Ophelia; 2005 Louisiana Hurricane Rita; 2006 Eastern Seaboard Hurricane Ernesto; 2007 Greensburg, KS tornado; 2007 Fort Worth, TX Hurricane Dean; 2008 Minneapolis, MN NSSE Republican National Convention; 2009 Washington, DC – NSSE Presidential Inauguration; 2010 Port-Au-Prince, Haiti earthquake; and the 2010 Chile earthquake.

After retiring from the Fairfax County Fire and Rescue Department, Andy joined the FEMA Incident Management Assistance Team program and was deployed in a logistical capacity to several events including the 2012 Hurricane Sandy response. Since joining the FEMA US&R Branch in March of 2013, Andy was involved in every response action taken, including deploying as the Emergency Support Function # 9 (search & rescue) Group Supervisor on the following responses: 2016 Louisiana Flooding, Hurricanes: Matthew (2016), Harvey (2016), Irma (2017), Maria (2017), Nate (2017), Lane (2018), Olivia (2018), Florence (2018), and just a few weeks ago, Hurricane Barry.

However, Andy’s contributions to the System were not just in a response role. He accomplished significant longstanding work while serving for many years as the Chair of the Logistics Working Group. Additionally, since becoming a US&R Branch staff member Andy continued those contributions by serving as the System’s Advisory Organization Logistics Functional Group US&R Branch Project Officer. Andy leaves us with a legacy of continual dedication and service to both the System and those in need. Please take some time to reflect on Andy’s significant contributions to this unique partnership between local, state, and federal government which this System so proudly represents.

Andy was also a dedicated son, husband, father, grandfather, golfer, and motorcyclist who will be missed deeply by his family and friends. Please keep them in your thoughts and prayers as they go through this difficult time.

Information on Andy’s funeral services and where condolences can be sent will be forthcoming when arrangements are finalized by his family.

West Virginia Flooding Response.

Rainelle,West Virginia.
Black Diamond members worked side by side with the West Va state police, DNR, military and local fire and rescue. Tasks including residential searches, welfare checks, distribution of emergency relief supplies, and assisted with a ground search for a missing 73 year old subject with dementia, who was found status 1.

Full Call out – March, 5th 2016 (Patrick Co, Virginia)

On March 5, 2016, Black Diamond was dispatched to Patrick County, Virginia for a Full Call out including Ground, K-9 and Management. For a missing 18 year old female hiker, separated from her hiking party in the Rock Castle Gorge area of Rocky Knob on the Blue Ridge Parkway. Subject was found alive and well.

VA-013-16 – Henry County – Full call out – Missing 62 year old female.

Black Diamond was dispatched to Henry County, VA for a full call out for a missing 62 year old female. She was found hypothermic and dehydrated  but alive by searchers.

Nov 23: Bristol Virginia – Full Call out for a Missing 19-year-old black male with Asperger’s Syndrome

Bristol Virginia – Full Call out for a Missing 19-year-old black male with Asperger’s Syndrome and/or is in the Autism spectrum. Due to this he may not respond to strangers. Subject was located due to investigation by Law Enforcement. The subject had been in the search area, however a business owner noticed the missing subject “hanging around the business”. Due to the cold weather and not wanting the subject loitering, the business owner paid for the subject’s room at the Super 8 motel. Once the identity of the subject had been verified, field resources were called back to base and the mission resumed as a law enforcement investigation.

Nov 13, 2015: Missing Hiker – Shady Valley, Tennessee

Shady Valley Tennessee – Full call out for missing 16- year old female to support an ongoing search mission in Shady Valley Tennessee. The mission subject was separated from her hiking party on Nov 11, 2015. Virginia SAR resources were requested to assist in the ongoing search in the Cherokee National Forest in northeast Tennessee. After an extensive six day search mission, the missing girl was found, alive; Hungry, exhausted and dehydrated. After a short EVAC off the mountain, the subject was checked by EMS and reunited with her family. This successful mission was a joint effort from many Virginia and Tennessee agencies including SAR, Fire, Rescue and Law enforcement.

Wytheville Virginia – Full call out for two missing hikers. This search was during the GSAR Academy being held at Hungry Mother State Park. Resources were pooled from the various teams represented from across the state to respond. Both subjects were found alive.
